Álvaro Tarcicio was a renowned Mexican actor extensively recognized for his prolific career in voice dubbing, particularly for anime and animated series in Latin America. His full name was Álvaro Tarcicio Rosales del Toro, and he was born in Guadalajara, Jalisco, on December 2, 1935. His professional activity spanned several decades, from the 1960s until his passing in 1999, covering work in theater, film, radio, and television, with dubbing becoming a significant part of his legacy.

In the realm of anime, Tarcicio's voice became associated with a variety of characters across numerous series and films produced in Japan. His extensive filmography includes the role of Rock in the film Phoenix 2772 - Space Firebird. He voiced the iconic antagonist Captain Hook in the anime series Peter Pan & Wendy. In Mahou Shoujo Lalabel, he was the voice of the scheming wizard Biscus Colin. He also lent his voice to the character Viejo Cezal in the series Meiken Jolie, known in some regions as Belle and Sebastian. His work further encompassed the role of Wizard in Aladdin and the Wonderful Lamp and the titular character in Dracula: Sovereign Of The Damned.

Beyond these specific titles, Tarcicio's contributions to anime dubbing were vast. He participated in other well-known series such as Gatchaman, where he provided voices for Computor and Dr. Mente Brillante (Dr. Kozaburo Nambu) in some episodes. In the Latin American Spanish version of the U.S.-produced Robotech, he voiced Bron, Henry Gloval, and William "Lunk" Benovitch. His repertoire also included roles in Ghost Sweeper Mikami, Lost Universe, Pokémon, and various films like Taro the Dragon Boy and Galaxy Express 999: Can You Live Like a Warrior?. He also voiced Tigerhawk in the Beast Wars television series.

While his anime roles were numerous, Tarcicio achieved widespread fame for his work in other areas of dubbing. He is particularly remembered as the definitive Spanish voice of Popeye in various series and films, and for his portrayal of the villain Skeletor in He-Man and the Masters of the Universe. He also provided iconic voices for characters like Igor in El Conde Pátula and J. Jonah Jameson in the first dubbing of the 1960s Spider-Man animated series. His extensive live-action dubbing work included voicing characters like Commissioner Gordon in the 1989 Batman film and Moses Hightower in the Police Academy series, among hundreds of others.

Álvaro Tarcicio passed away on December 9, 1999, in Mexico City due to a heart ailment at the age of 65. He was interred at the Mausoleos del Ángel pantheon, where his epitaph fittingly reads "Voz de Popeye" (Voice of Popeye), honoring one of his most beloved and enduring characters.
