Description
In the *Arise* continuity, Motoko Kusanagi operates at an earlier career stage within the Army's 501 Organization, prior to Public Security Section 9's formation. Her military-grade full-body prosthesis is legally owned by the 501 under contractual obligations, creating significant debt and power disparity. This fuels her deep-seated resentment towards her employers and drives her desire for independence, fundamentally shaping her early motivations.

She operates under the cyber warfare alias "Fire Starter," a designation reflecting her feared proficiency in hacking and infiltrating secure networks. Her military background includes service in the Japan Ground Self-Defense Force (JGSDF), where she attained the rank of Major.

A central plot involves her investigation into the disappearance and alleged arms dealing of her former mentor, Lieutenant Colonel Mamuro, who oversaw her cyberization within the 501. This investigation triggers her first major conflict with the 501 and leads directly to encounters with key figures who later form Section 9. While investigating a bombing linked to Mamuro, she experiences memory loss and discovers implanted false memories resulting from a failed "Ghost Hack" attempt on Mamuro, who was infected by a memory-altering virus. Exposing the 501's involvement becomes a catalyst for her departure.

Her formative interactions with future Section 9 members occur during this period. She clashes initially with Batou ("Sleepless Eye"), who suspects her of criminal activity, before collaborating during the Pandora's Box incident involving Kazuya Soga. She also works alongside detective Togusa and encounters Ishikawa, Borma, Paz, and Saito during various operations. These encounters, often adversarial or circumstantial, showcase her tactical leadership and pave the way for their future alliance.

Following her resignation from the 501 Organization, she gains legal ownership of her prosthetic body. Chief Daisuke Aramaki then approaches her to form a new, independent counter-cyberterrorism unit within Public Security, establishing Section 9 with her as its operational leader.

Her *Arise* personality blends calculated professionalism with a defiant, rebellious streak, evident in confrontations with 501 leadership like Kurtz. Despite formidable skills and a stoic demeanor, subtle explorations of uncertainty regarding her origins and the nature of her existence ("ghost") are present.

She utilizes advanced, multi-legged tactical support robots called Logicomas (Logistics Conveyer Machines), distinct from Tachikomas, which are voiced by an AI and serve as field support units.
