Description
Hotaru Tomoe is the civilian identity and human reincarnation of Sailor Saturn, the tenth and final Sailor Guardian to be introduced in the series. Her spirit is deeply connected to the planet Saturn, and she embodies the dual forces of destruction and rebirth, serving as a counterbalance to Sailor Moon’s healing and creative powers. She is often referred to by titles such as the Guardian of Silence, the Guardian of Ruin and Rebirth, and the Soldier of Death and Rebirth.

Hotaru’s background is defined by tragedy and a fragile existence from an early age. Before the events of the story, she lived with her parents in Tokyo. A freak accident in her father’s laboratory resulted in a fire that killed her mother, Keiko, and left Hotaru herself on the verge of death. Her father, Professor Souichi Tomoe, used his scientific expertise to save her life. In the original manga and the Sailor Moon Crystal reboot, this involved turning her into a cyborg, replacing parts of her broken body with machinery. Furthermore, he placed a Daimon egg inside her, which grew into a powerful entity known as Mistress 9, a servant of the alien entity Pharaoh 90. The presence of Mistress 9 caused Hotaru to suffer frequent seizures and debilitating pain, and she wore concealing clothing to hide her altered, partially mechanical body. In the original 1990s anime adaptation, Hotaru was not a cyborg, but she was still possessed by Mistress 9, which made her a target of fear and ostracization by her classmates due to the strange incidents and dark energy that sometimes emanated from her.

In terms of personality, Hotaru is initially portrayed as a quiet, timid, and deeply lonely girl. The series creator, Naoko Takeuchi, has described her as delicate, precocious, and expressionless. Before the events of the series, she had no friends, largely due to her poor health and the dark influence of the entity dwelling within her. She is intelligent and well-mannered, with a love for reading and a particular interest in world history, while she dislikes physical education due to her physical limitations. Despite her own suffering, she possesses a gentle and caring nature. She demonstrates an ability to heal minor wounds even in her civilian form, such as when she instinctively heals a cut on her new friend Chibiusa’s arm. This act of kindness highlights her innate desire to help others, which stands in stark contrast to the destructive power she harbors. After her rebirth as an infant and subsequent rapid growth, her personality becomes noticeably brighter, more playful, and more energetic, though she retains a serious and determined core when her duties as a Sailor Guardian require it.

Hotaru’s primary motivation throughout her story arc is to protect those she cares about and to find a sense of belonging. For much of her early life, she is simply fighting to survive the internal struggle against Mistress 9, who seeks to take full control of her body to summon Pharaoh 90 to Earth. Her greatest fear is losing herself to this dark entity and harming her loved ones. Her friendship with Chibiusa (Sailor Chibi Moon) becomes a lifeline, as it is her first real experience with acceptance and unconditional affection. This bond gives her the strength to fight back against Mistress 9 from within, ultimately sacrificing her own physical form to thwart the alien invasion. After being reborn and adopted by the Outer Guardians, her motivation shifts to embracing her second chance at life and fulfilling her role as Sailor Saturn when the world faces a threat that requires her unique power of total annihilation to pave the way for new beginnings.

Hotaru’s role in the story is complex and pivotal. She is the central figure of the third story arc, the Infinity arc, which revolves around the Death Busters. Her identity as the host of Mistress 9 makes her a target for both the villains, who wish to use her, and the Outer Guardians, who fear her potential to awaken as Sailor Saturn and bring about the end of the world. Sailors Uranus, Neptune, and Pluto initially believe the only way to prevent a global catastrophe is to kill Hotaru before her powers can fully manifest. However, she ultimately awakens as Sailor Saturn in a moment of crisis to confront Pharaoh 90. Unlike the other Sailor Guardians, who are reborn with their memories and identities intact, Saturn’s spirit has inhabited Hotaru since birth, and her awakening is a rare event associated with the end of an era. Her role is that of a last resort; when all other options are exhausted, she can use her Silence Glaive to wipe out a planet or an entire star system, resetting the cycle of evolution so that life can begin again. After her rebirth, she takes on a more standard supporting role, fighting alongside the other Guardians against new enemies like the Dead Moon Circus and Sailor Galaxia.

Her key relationships are central to her character development. The most significant is her friendship with Chibiusa, who is the first person to see past her illness and loneliness to the kind girl within. Chibiusa’s unwavering loyalty and love give Hotaru the courage to defy the dark fate planned for her. After her rebirth as an infant, she is taken in and raised by the three Outer Guardians: Haruka Tenoh (Sailor Uranus), Michiru Kaioh (Sailor Neptune), and Setsuna Meioh (Sailor Pluto). In this new family unit, she affectionately refers to Haruka as "papa," Michiru as "mama," and Setsuna as "mama" as well. This adoption gives her the loving, stable home environment she lacked in her first life. Her relationship with her father, Professor Tomoe, is tragic, as his desperate love for her is manipulated by the Death Busters, leading to her possession. In most versions of the story, he does not survive the defeat of the Death Busters, or he is freed from possession but ultimately separated from her.

Hotaru undergoes a profound development arc. She begins as a frail, haunted, and isolated girl who is a victim of forces beyond her control. Through her friendship with Chibiusa, she finds the strength to fight her inner demon, Mistress 9, and willingly sacrifices herself to save the world. This act of selflessness leads to her rebirth as a pure infant, free from the taint of Mistress 9 and her cybernetic enhancements. In this new life, she is cared for by the Outer Guardians and rapidly grows to a young child. Her power reawakens when she is visited by the spirit of Sailor Saturn, which gives her the memories of her past life and fully forges her identity as both Hotaru Tomoe and Sailor Saturn into one cohesive being. She matures from a passive victim into an active and powerful protector who accepts her role as the Soldier of Death and Rebirth.

As a Sailor Guardian, Hotaru possesses a number of notable and terrifying abilities. Her primary power is the capacity for total annihilation, a force of silence and ruin that can end all life on a planet with a single swing of her weapon, the Silence Glaive. This immense destructive power is linked to rebirth, as she makes way for new creation. She also has several other abilities. She can erect powerful defensive barriers, such as the Silent Wall, which can block even powerful attacks. In her civilian form, she demonstrates a minor healing ability. Her primary offensive attacks include Death Reborn Revolution, an immensely powerful technique that unleashes the force of death to destroy a target, and Silence Glaive Surprise, another world-ending attack. Using the full extent of her power historically came at the cost of her own life, leading to her immediate reincarnation. As the series progresses, she obtains her Saturn Crystal, allowing her to transform into Super Sailor Saturn and eventually Eternal Sailor Saturn. In these higher forms, she gains greater control over her powers, allowing her to fight alongside the other Guardians without the automatic consequence of her own death.
