Kogoro Katsura is the young leader of the Chōshū Ishin-Shishi, a revolutionary faction dedicated to overthrowing the Tokugawa shogunate and restoring imperial rule. He is an intellectual and exceptionally calm strategist with a sharp talent for recognizing the potential in others. The most defining choice of his role in the story is his decision to recruit the young swordsman Himura Kenshin after witnessing his skill in the Kiheitai, appointing him as the feared hitokiri known as the Battōsai. Despite the pragmatic and often ruthless decisions required by the revolution, Katsura is characterized by a deep-seated benevolence and profound regret over forcing such a young man into a life of brutal killings. His primary motivation is the success of the Meiji Restoration, a goal he considers worth immense personal and moral sacrifice. In the narrative covering Kenshin's origins, Katsura acts as a mentor and immediate superior, directly shaping the dark path from which Kenshin will later seek redemption. His most significant relationship is with Kenshin, marked by mutual respect and Katsura's lingering guilt. He also collaborates closely with fellow key figures such as Takasugi Shinsaku and later works with Saigō Takamori and Ōkubo Toshimichi to forge the critical alliance between the Chōshū and Satsuma domains. Over the course of the story, his role evolves from a revolutionary commander in the field into a prominent statesman within the new Meiji government under the name Kido Takayoshi.
