Behind the thunder of World War II, the war that shook all of humanity, there was a hidden history never told. Those who lost someone precious and fell into the abyss of despair awakened extraordinary abilities—these are the ones called Rebellion. After the attack on Pearl Harbor, Genji Kurogane, a Japanese-American, is confined in a U.S. internment camp. Feared for his power of immortality, he is locked alone in a cell. One day, a man named Grossman, an envoy claiming to represent the president, visits the camp. The tragedy that unfolds that day sets Genji on the path of a rebel—a Rebellion.

Genji is tortured and pushed to the brink, where he fully awakens as a Rebellion with a body of steel. But he cannot control the power and collapses. He is rescued by a group of Rebels led by Nolan Jenkins, who explains the secret war between Rebels operating in the shadows of the global conflict. Some Rebels, led by a figure called Gog, seek to eliminate humanity and create a world of Rebels. Others, like Jenkins, question that goal. Genji vows to ally with Jenkins in order to achieve his own revenge against Grossman.

The story moves across the battlefields of the war. In the hell of the Stalingrad siege, Genji and his allies encounter a Soviet sniper named Volkov, whose ability allows him to command the trajectory of bullets. Volkov has awakened amid the battle, but the Nazi propaganda minister Goebbels, himself a Rebellion with the power to manipulate anyone who listens to him for ten seconds, attempts to turn Volkov to Gog's side. The confrontation at Stalingrad ends with Volkov's fate sealed, and the Rebels press onward.

Their next destination is Guadalcanal, where the desperate Japanese soldier Yamato has awakened a new power amid starvation and terror. Gog sends assassins Paul and Bat to capture Yamato. A three-way battle erupts between Genji's group, Yamato, and Gog's agents. The final showdown brings Genji face to face with his greatest enemy, Grossman, on the island. The conflict decides the outcome not only of the hidden war among Rebels but also the course of human history itself.
