Suddenly ordered to Shanghai, elite sound engineer Tachikawa of Gyokudou Films finds himself entangled with a group of filmmakers who plan to exploit the Japanese army’s national policy films as a cover for covert cultural manipulation. They aim to produce a fake propaganda movie that they hope will somehow halt the escalating conflict between Japan and China. At the center of this scheme is Shichijō, a mysterious cultural worker with his own hidden agenda. As Tachikawa is drawn deeper into the project, the story unfolds in the lawless, monster-ridden wartime Chinese mainland, where shifting loyalties and violent encounters are constant.

The core of the manga revolves around the making of this disguised film and the web of espionage surrounding it. The cast includes Pinlu, a glamorous spy whose tragic past drives her actions, and Ōto, an editor tasked with assembling vast amounts of footage. Shichijō’s efforts attract dangerous figures, including a man called the devil, while Pinlu maneuvers among high-ranking political leaders like Konoe Fumimaro’s son and Wang Jingwei. Their schemes and personal motivations collide as the war relentlessly advances.

In the final arc, the film meant to stop the war is completed, but it is discovered that the footage has been deliberately manipulated through montage by unknown hands. One by one, Shichijō’s allies depart or disappear, leaving him to confront the unstoppable tide of history. The story, grounded in historical facts, follows these characters as they struggle against both external enemies and the inevitable pull of larger forces.
