Tomoyo Takayanagi is a Japanese voice actress born in Chiba Prefecture on October 14, 1994. Her path to voice acting began in elementary school after hearing voice actress Sayaka Ohara on a radio program, which inspired her to pursue the career. She committed to this goal during her first year of junior high school. Takayanagi is affiliated with the agency Raccoon Dog, having previously been with Pro-Fit.

Takayanagi made her debut as a voice actress in 2014 while still a student at the Pro-Fit Voice Actor's Training School, with early roles in the anime series In Search of the Lost Future and Nobunaga Concerto. In 2015, she officially joined Pro-Fit as a talent. Her early career consisted of various minor roles, but she began to gain recognition with her first major role in 2017 as Rino Fujisaki in Hina Logi: From Luck & Logic.

A significant turning point in her career was being cast as the voice of the horse girl Oguri Cap in the massively popular multimedia franchise Uma Musume Pretty Derby starting in 2018. This role has become one of her most iconic and long-running, as she has reprised it across multiple anime adaptations, including the original series, specials like BNW no Chikai, and the 2025 series Uma Musume: Cinderella Gray and Umayuru: Pretty Gray.

Takayanagi has since taken on a wide variety of leading and supporting roles in anime television series. In 2019, she voiced Mikan Hinatsuki in The Demon Girl Next Door and Akari Haeno in Re:Stage! Dream Days. The following year, she landed her first leading role as the protagonist Mira Konohata in the series Asteroid in Love. In 2021, her roles included Keiko Koyabu in Those Snow White Notes and Rena Asagi in Osamake: Romcom Where The Childhood Friend Won't Lose. The year 2022 saw her cast as Nanoha Hiumi in the idol anime Shine Post. More recently, in 2023, she voiced Francette in I Shall Survive Using Potions! and Sarina Tendouji in Oshi no Ko. Her work also includes the role of Miri Wakana in Shūkan Ranobe Anime.

Beyond anime, Takayanagi is active in video games, voicing characters such as Oguri Cap in the Uma Musume Pretty Derby game, An Hatoma in ISLAND, and Estelle Bright in the 2025 game Trails in the Sky 1st. She is also involved in music related to her roles, performing character songs for series like Uma Musume Pretty Derby, Re:Stage!, and Asteroid in Love. Her talents extend to playing the electric guitar, a skill she has listed among her special abilities.
