Thomas Rauscher is a German actor and voice actor known for his extensive work in dubbing anime and international film and television productions. Born in Sankt Peter-Ording, he initially pursued a degree in civil engineering while participating in student theater. After completing his studies, he worked as a stage actor in several German cities before transitioning to voice acting at the Bavaria Filmstudios in Munich. He is also known under the alias Thomas Otto.

Rauscher has lent his voice to a wide array of characters in anime, demonstrating considerable range. In the 2019 animated film Ni no Kuni, he voiced the character Fidelius Astrum. He is the German voice of the pirate Byrnndi World in the One Piece special One Piece 3D2Y: Overcoming Ace's Death! Luffy's Pledge to His Friends, a role for which Nico Liersch provided the voice of the character as a child. He also voiced Chief Daisuke Aramaki in the film Ghost in the Shell: Stand Alone Complex: Solid State Society. His other notable anime roles include the antagonist Sanga in the OVA series New Fist of the North Star, Annettes Vater in the series The Alps Story: My Annette, and Bonji in the feature film Pokémon the Movie: I Choose You!.

Beyond the roles provided as examples, Rauscher's extensive anime filmography includes being the long-standing German voice of Genma Saotome in the Ranma 1/2 franchise, a role he has reprised for decades, including in the 2024 adaptation. He has also voiced Professor Ochanomizu in the series Pluto, Gouki Shibukawa in Baki, and Guan Yu in Record of Ragnarok, among many others. His work also encompasses dubbing for Studio Ghibli films, such as the King of Ingary in Howl's Moving Castle.

He is the German voice of Groundskeeper Willie on The Simpsons and has dubbed characters in major live-action films, including Yaxley in Harry Potter and the Deathly Hallows: Part 1 and the Witch-king of Angmar / Gothmog in The Lord of the Rings: The Return of the King.
