Katsuhiro Kitagawa is a Japanese actor and voice actor born on October 7, 1958, in Aichi Prefecture, Japan. He is affiliated with the theatre company Gekidan Subaru. A graduate of Meijo University, his personal interests include the Nagoya dialect and rugby.

Kitagawa's career spans both on-screen drama and voice work for animation and foreign language dubs. His voice acting debut is credited to the role of Cain in the 1997 television anime series In The Beginning: The Bible Stories. His early anime roles also included a part in the Mobile Suit Gundam franchise, voicing the character Asakura in the 2000 theatrical compilation film Mobile Suit Gundam III: Encounters in Space Special Edition. He later reprised this role for the Gundam 0083 OVA, The Mayfly of Space 2, released in 2016.

Over his career, Kitagawa has built an extensive list of credits in anime. Some of his most recognized roles include the recurring character Ninja Turtle (Ningame) in the long-running Naruto franchise, beginning with the original series in 2002 and continuing into its sequels. He also voiced Shigeo Morishita in the popular series Hikaru no Go and the powerful ninja Gyobu Kasumi in Basilisk. Other notable anime appearances include roles in Full Metal Panic!, Hellsing, and the Transformers anime dubs.

Beyond anime, Kitagawa is particularly prolific in the field of voice-over for foreign films and television series. He is the regular Japanese dubbing voice for actors such as Andrew Craig, Jim Beaver, John Cothran Jr., and Barry Shabaka Henley. One of his most prominent dubbing roles is providing the Japanese voice for the Disney character Pete, a role he took over from the late Toru Ohira.
