Mifuyu Hiiragi is the former stage name of Tomoko Ishimura, a Japanese voice actress born on February 24, 1972, in Zama, Kanagawa, Japan. She is affiliated with the talent agency 81 Produce. Over the course of her career, she has also used the stage names Kyoko Tsuruno and her birth name, Tomoko Ishimura.

Hiiragi's career in the 1990s featured a wide range of roles in anime series and original video animations. She is known for playing Martina Xoana Mel Navratilova in Slayers Next, Princess Fatora in El Hazard, and Millennium Feria Nocturne, also known as Milly, in Lost Universe. She also voiced Dante in Romeo's Blue Skies, Rumiya in the Magical Project S and Magical Girl Pretty Sammy Bonus Theatre, and Mimi in the anime adaptation of I Dream of Mimi, known as Buttobi!! CPU. Her filmography from this period includes the role of Claus in Shōnen Santa no Daibōken, Mutsuki Nenga in Aoi & Mutsuki: A Pair of Queens, also known as Space Pirate Mito, and Naoki in Tobe! Pegasus: Kokoro ni Goal ni Shoot. She also contributed her voice to the critically acclaimed animated film Memories.

The voice actress has taken part in various other projects across different media. Her work includes roles in video games such as Grandia II, where she voiced Roan, and Final Fantasy XII: Revenant Wings as Kytes. She also performed in the Japanese dub of the children's series Bob the Builder, providing the voice for the character Dizzy.
