She was born in Munich, Germany, on 27 November 1968. Neugebauer began her performing career at a young age, appearing on camera as an actress from the age of five and starting work as a voice actress for various children's series. She studied acting in New York, Paris, and London.

Neugebauer was best known for providing the German voice for the character Ash Ketchum in the long-running anime series Pokémon. She took over the role from the fourth season onwards, following the departure of the previous voice actor, Caroline Combrinck. Neugebauer voiced Ash Ketchum from season four through season eleven of the anime, which included over 300 to more than 400 episodes. Her work on the character also extended to several Pokémon films, including those mentioned such as Pokémon: Jirachi Wish Maker, Pokémon: The Rise of Darkrai, and Pokémon Heroes - Latias & Latios, among others.

In addition to her signature role in Pokémon, Neugebauer voiced other notable anime characters. She was the German voice for Makoto Kino, also known as Sailor Jupiter, in the Sailor Moon series and provided voices for minor characters in the anime Inuyasha. Her voice acting work also extended to live-action dubbing, where she was particularly recognized as the regular German voice for actress Neve Campbell in films such as the Scream trilogy, Wild Things, and Three to Tango. Other prominent dubbing roles included voicing Heather Donahue in The Blair Witch Project and Winona Ryder's character in Mr. Deeds.

Beyond voice work, Neugebauer was also known for her role as the character Gaby Glockner in the long-running German children's audio drama series TKKG, a part she played from 1981 until her death. For her work in dubbing, she received the Deutscher Preis für Synchron in 2003, an award recognizing outstanding achievement in German dubbing, for her voice performance as Eileen Walsh in the film Die unbarmherzigen Schwestern.

Veronika Neugebauer was the daughter of Hartmut Neugebauer, a well-known German actor and voice actor. After a prolonged illness from colorectal cancer, she died on 11 October 2009 in Munich at the age of 40.
