Norio Imamura is a Japanese stage and voice actor born on April 17, 1954, in Gifu, Japan. His birth name is Kiyonori Imamura, and he has also used the stage name Sheneo. He is a graduate of the Fine Arts department of Nihon University. Imamura began his career in the performing arts as a member of the musical troupe Musical Company It's Follies, where he received coaching from the noted actor Nachi Nozawa.

In the realm of voice acting, Imamura is perhaps best known for his role as Emporio Ivankov in the long-running anime series One Piece. He provided the voice for this character from his debut until 2010. Another of his notable anime roles is Gaskunk in the 2000 series Transformers: Robots in Disguise, known in Japan as Transformers: Car Robots. His career also includes work in voice dubbing for foreign films and series, such as providing the Japanese voice for Nathan Lane's character Albert Goldman in the video and DVD edition of The Birdcage.

Imamura's career was significantly interrupted in 2010. He was arrested for posting images of his tattooed body on his personal blog, which were deemed indecent under Japanese censorship laws. As a result of this incident, he was fined and had to step down from his ongoing role as Emporio Ivankov in One Piece, a part that was subsequently taken over by Mitsuo Iwata. This event led to him receiving scarce voice acting work in the following period.
