Samantha Inoue-Harte is an American voice actress known for her work in English dubs of anime productions, particularly during the early 2000s. Born on April 21, 1979, in Virginia, she is also credited under the names Sami Harte and Sammy Harte. She founded an animation studio called Saiko Studios.

Inoue-Harte's voice acting career is closely associated with two major anime production and distribution companies, ADV Films and Funimation Entertainment, for whom she performed in numerous English-language adaptations. Her early work includes the role of Delmo in the comedy OVA series Cosplay Complex. In this series, Delmo is a small, magical rabbit-like creature who assists a school cosplay club. Another notable early role was providing the voice of Pipin in the fantasy series Magical Play.
