Richard Barnes is a professional name used by the American voice actor and actor Milton James, who had an extensive career in animation and video game voiceovers from the 1980s until his passing in 2018. Under the Barnes alias, he contributed to the English-language dubs of numerous anime series during the height of the anime home video boom in North America.

In anime, Barnes is credited with voicing Dr. Zaiclit in the English dub of the 1995 original video animation Hyper Doll. This two-episode OVA, released in North America by Pioneer Entertainment, featured Barnes as the mysterious antagonist leading the CHAOS syndicate against the titular heroines. His other anime voice work from this era includes roles in prominent series such as Rurouni Kenshin, Street Fighter II V, Mobile Suit Gundam 0083: Stardust Memory, Teknoman, The Big O, Outlaw Star, Gate Keepers, and Magic Knight Rayearth.

Beyond anime, Barnes's voice acting career was diverse. He is recognized as the first voice actor to portray the character Moneybags in the video game Spyro 2: Ripto's Rage. His work also extended to western animation, with a role in the 1980s series The Transformers.
