He was born Joseph William Ochman on August 24, 1954, in Bridgeport, Connecticut. He has also been credited under the stage names Joseph Whimms and Joey Lotsko. He attended Middlebury College, where he initially studied psychology before focusing on acting.

Ochman's career in voice acting has spanned several decades, during which he has lent his voice to a wide array of characters across the anime universe. His work includes roles in productions such as Naruto, Digimon, Wolf's Rain, and Cowboy Bebop: The Movie. He has been particularly active in the dubs of various Gundam series and films, including Mobile Suit Gundam: The Origin and Mobile Suit Gundam: Iron-Blooded Orphans. He is also known for his role as Will A. Zeppeli in the English dub of JoJo's Bizarre Adventure.
