Karen Neill is an American voice actress known for her work in the English-language dubs of several anime series produced during the 2000s. She is also professionally known by the alias Nell Balaban, under which she has worked as a musician and actress. Her career in voice acting was primarily associated with the New York-based production companies 4Kids Entertainment and NYAV Post.

Neill began providing voices for the Pokémon anime during the Advanced Generation series, a period when 4Kids Entertainment handled the English adaptation. In that franchise, she voiced the character Caroline, the mother of the recurring characters Max and May, in seasons seven and eight. Her other Pokémon roles included the Gym Leader Roxanne, as well as characters named Miranda, Dr. Abby, Mrs. Grimm, Evelyn, and Elisa.

In the Yu-Gi-Oh! franchise, Neill is best known for her role as Ishizu Ishtar, a key character from the series' ancient Egyptian-themed story arc. She also provided the voice for the character Sayoko Mishima in the television series Ah! My Goddess. Her other notable anime credits include Nefertari Vivi in the 4Kids Entertainment dub of One Piece and the original voice of Karai in the 2003 Teenage Mutant Ninja Turtles animated series.

Beyond her anime work, Neill made occasional live-action television appearances in the late 1990s on series such as Law & Order and The Sopranos. She has also worked as a singer-songwriter and theatre director on and off-Broadway. Her work in video games includes roles in titles like Teenage Mutant Ninja Turtles 3: Mutant Nightmare.
