Description
Heisuke Tōdō captains the Shinsengumi's 8th Division, holding the distinction of being its youngest leader. Hailing from Edo, his high energy and cheerful demeanor define him. Standing at approximately 163 cm, he is the shortest captain. Initially sporting long brown hair tied in a ponytail and blue-green eyes, he later adopts Western attire featuring shorter hair, a white button-down shirt, black vest, knee-length pants, and boots. After consuming the Water of Life to survive grievous wounds and becoming a Rasetsu, his hair turns stark white, his eyes shift to crimson red, and his canine teeth noticeably elongate.

Frequently partnering with Sanosuke Harada and Shinpachi Nagakura, the trio shares an affinity for fighting, social drinking, and occasionally breaking Vice-Commander Hijikata's curfew. Despite his typically optimistic and talkative nature, Heisuke wrestles with impulsiveness and unintentional tactlessness. He prioritizes personal convictions over political loyalty, prompting him to leave the Shinsengumi when it aligned directly with the shogunate against his desire to protect Kyoto's civilians. He joins Itō Kashitarō's splinter group, the Guardians of the Imperial Tomb, though later questions this allegiance following Itō's assassination by the Shinsengumi.

His bond with protagonist Chizuru Yukimura deepens significantly. He initially defends her during Shinsengumi interrogation and develops romantic feelings over time. His critical injuries sustained protecting her from the demon Amagiri force him to consume the Water of Life, triggering his Rasetsu transformation. This curse subjects him to bloodlust, daytime lethargy, and a shortened lifespan. Resisting blood consumption to retain his humanity, he relies on medicine to suppress his urges. Fear of losing himself or harming Chizuru intensifies, especially after learning the Rasetsu's life expectancy is brief. Nevertheless, protecting Chizuru remains his paramount reason to fight.

Later, he confronts former comrade Sannan over unethical Water of Life experiments. Though burdened, Heisuke accepts the responsibility to stop Sannan's Rasetsu army. His primary narrative route concludes with him living secluded with Chizuru in her ancestral village, utilizing magical water to slow his Rasetsu corruption. He expresses regret over never finding her father but reaffirms his commitment to their future together, eventually proposing.

Alternative narratives depict darker conclusions: excessive blood consumption as a Rasetsu may drive him to madness and death alongside Chizuru in battle; Chizuru might die protecting him; he could succumb to injuries ensuring her escape; or his refusal to drink blood may lead to death from unhealed wounds, leaving Chizuru in mourning.

The spin-off *Hakuouki SSL* reimagines Heisuke in a modern high school setting as Chizuru's childhood friend and neighbor. He encourages her enrollment at Hakuo Academy and joins the kendo club. Observing other male students' interest in her prompts his romantic feelings, culminating in a confession where he rejects her habitual gift of friendship chocolates. Their relationship evolves into mutual romance, emphasizing mutual support during school events and shared nostalgia.

The character draws inspiration from the historical Tōdō Heisuke (1844–1867), the real Shinsengumi's youngest unit captain, who similarly joined Itō Kashitarō's faction and died during the Aburanokōji incident on December 13, 1867.
