Description
Kuroto Mogari is introduced as the head of Sysnet, a prominent information technology company, and the leader of SIRRUT, an underground group formed to resist the influence of Fumito Nanahara’s Tower organization. Publicly, Mogari positions himself as a man driven by a personal vendetta. He claims that Fumito murdered his family and stripped him of his freedom, an incident that left him permanently wheelchair-bound. This tragic backstory earns him the sympathy and trust of his SIRRUT comrades, for whom he acts as a calm, supportive mentor.
Mogari’s demeanor is gentle and noble on the surface. He projects an image of quiet determination and moral clarity, offering encouragement and guidance to the younger members of SIRRUT. Beneath this carefully constructed persona, however, he is a deeply manipulative and duplicitous individual. His true motivation is not simple revenge but a cold ambition to seize control of the ancient Shrovetide covenant, the pact that governs the feeding rights of the Elder Bairns. To achieve this, he has secretly conspired with Fumito all along. The two relatives are not enemies but partners in a grim scheme in which each killed the other’s family to consolidate power over Tower and its puppet corporation, Seventh Heaven.
In the narrative of the film, Mogari offers the protagonist, Saya Kisaragi, the resources of SIRRUT to help locate Fumito in exchange for her assistance. He leverages her thirst for vengeance, using her as a tool while appearing to share a common enemy. His role as an ally is a calculated deception. When Saya finally infiltrates Tower’s headquarters and reaches Fumito, Mogari is already present. He drugs her coffee, paralyzing her and stopping her from attacking, then reveals his true allegiance. This betrayal clarifies that his earlier kindness and leadership were nothing more than a performance designed to manipulate everyone around him.
Mogari’s double-cross does not go unpunished. Just as he moves to kill Fumito and claim Shrovetide for himself, Fumito anticipates the betrayal and retaliates by injecting Mogari’s eye with Saya’s blood. This act triggers the physical manifestation of the ancient contract, which takes the form of a monstrous eye and then a giant, multi-eyed humanoid Elder Bairn. Mogari is transformed into a seed for this abomination and is consumed in the process. The creature is ultimately slain by Saya, rendering the covenant void and bringing Mogari’s scheming to its end.
Throughout the story, Mogari exhibits no direct combat skills, relying instead on subterfuge, bribery, and emotional manipulation. His influence stems from his wealth, his corporate standing, and the familial power his bloodline holds over Elder Bairns, though that power is never under his conscious command during the climax. His relationships are defined by exploitation: he uses Saya’s rage to advance his plot, deceives SIRRUT members who look up to him, and shares a mutually treacherous bond with Fumito that collapses the moment his ambition overreaches. Mogari’s arc moves from a semblance of a wronged idealist to the revelation of a calculating villain, only to be swiftly undone by the very forces he sought to control.
