Heisuke Toudou captains the Shinsengumi's 8th Division, holding the distinction of being the organization's youngest captain. Hailing from Edo, his boisterous energy and enthusiasm define him. He frequently forms a trio with Sanosuke Harada and Shinpachi Nagakura, sharing their mutual enjoyment of combat and social activities, often leading them to disregard rules and curfews.
Standing at 163 cm, he is the shortest Shinsengumi captain. Initially, he sports long brown hair tied in a ponytail and blue-green eyes. Later events see him adopt Western-style attire and cut his hair short. After transforming into a Rasetsu (Fury), his hair turns white, his eyes become crimson red, and his canine teeth grow pronounced. This transformation grants enhanced healing, speed, and strength, but each use of these abilities shortens his lifespan.
Personality-wise, Heisuke maintains a cheerful and talkative demeanor, lightening tense moments with humor. After becoming a Rasetsu, he exhibits a fierce determination to retain his humanity, refusing to consume blood. He relies on medicine developed by Keisuke Sanan to suppress his bloodlust, persisting despite the physical and emotional toll.
His story involves key Shinsengumi operations, including the Ikedaya Inn incident where he sustained a severe head injury. Later, motivated by ideological conflicts and loyalty to his mentor Kashitarou Itou, he departed the Shinsengumi to join Itou's breakaway faction, the Goryou Eji. During the Aburanokouji assassination incident targeting Itou, he suffered critical injuries protecting Chizuru Yukimura. To save his life, Chizuru administered the Water of Life elixir, permanently transforming him into a Rasetsu.
In subsequent events, particularly during the conflict in *Warrior Spirit of the Blue Sky*, he undertook reconnaissance missions targeting Kodo Yukimura's operations. He rescued Chizuru after her capture by Kodo and fought alongside Sanan against Kodo's Fury forces. Sanan died protecting him from Kodo, compelling Heisuke to confront the remaining threats. During a strategic retreat to aid the Shinsengumi's regrouping efforts, he spent his last strength protecting Hajime Saito from overwhelming Fury forces. This ultimate exertion of his Rasetsu abilities led to his death, as the accelerated power usage depleted his already shortened lifespan.
