OVA
Description
Mihoshi Kuramitsu is a Galaxy Police detective and a main character in the Tenchi Muyo! franchise. She is a member of the powerful Kuramitsu family of the Seniwa empire, a family whose influence is second only to the Jurai Royal Family. Her given name literally means "beautiful star," and she is the granddaughter of the Galaxy Police commissioner general. In the original OVA continuity, she is also the great-great-granddaughter of the scientist Washu, a connection that contributes to her unusual abilities.

Mihoshi is introduced as a well-meaning officer who is simultaneously klutzy, scatterbrained, and lazy to some degree. Despite this appearance, she is highly intelligent and was once regarded as one of the finest officers in the Galaxy Police, accumulating an extremely impressive arrest record. However, her career was marked by an equally large record of incidental damage and collateral destruction. This combination led her superiors to assign her to patrol the quietest sector of the galaxy, the sanctuary sector that includes Earth, in hopes she would cause no further trouble. Her pursuit of the criminal Kagato brought her to Earth, where she crashed and ended up staying with the Masaki family.

Her personality is defined by a stark contrast between her outward bubbly, absent-minded demeanor and her underlying competence and dedication. She is an extremely devoted Galaxy Police officer who takes her job seriously, writing exhaustive and highly detailed reports that frequently require summarization by her superiors. She is optimistic, enthusiastic, and always looks on the bright side, rarely holding grudges. Mihoshi is also deeply loyal to her friends and colleagues, often putting herself in harm's way to help them, even if her bumbling methods create additional chaos. She has a crush on Tenchi, though it is less pronounced than the feelings of Ryoko or Ayeka.

In the story, Mihoshi's role is that of both comic relief and an unexpectedly capable agent of chaos and luck. She is the only member of the household who can unintentionally bypass Washu's advanced security systems and enter her subspace lab. Her most notable ability is her incredibly good luck, a form of causality-bending that allows her to defy near-impossible odds. This luck manifests in ways such as accidentally freeing Washu from a dimensional prison, entering negative dimensions, and surviving situations that should be fatal. This near-invulnerability and talent for stumbling into the right place at the right time make her a unique asset. She also wields a control cube, whose function she rarely understands but which often produces the desired effect through sheer serendipity.

Key relationships include her partnership with fellow Galaxy Police officer Kiyone Makibi in many continuities, a dynamic filled with frustration for Kiyone due to Mihoshi's antics. She is also close with the rest of the Masaki household: Tenchi, Ryoko, Ayeka, Sasami, and Washu. Her relationship with Washu is particularly interesting, as Washu both respects Mihoshi's causality-bending powers and is exasperated by her ability to break into the lab. Mihoshi's younger brother Misao and her mother Mitoto also appear in the series, with Mitoto sharing a similar subconscious ability to travel vast distances.

Over the course of the series, Mihoshi shows very little overt character development in terms of personality change, remaining consistently cheerful and scatterbrained. However, backstory revealed in the OVA and related novels indicates that her incompetence may be a psychological consequence of a past trauma, a broken arranged marriage that led to a suicide attempt and subsequent revival by the Kuramitsu family. This event is hinted to have affected her mental state and bestowed her near-invulnerability. Despite this painful background, she rarely dwells on it and continues to approach life with an enthusiastic, helpful attitude.

In summary, Mihoshi Kuramitsu is a Galaxy Police detective whose superficial ditziness masks a sharp mind, deep loyalty, and a phenomenally lucky disposition that allows her to accomplish the impossible, often by accident. She serves as a source of comedy and unexpected solutions within the Tenchi Muyo! ensemble.
