Description
Spandam, a high-ranking World Government intelligence official, is the son of former CP9 chief Spandine and benefited from nepotism. He served as chief of CP5 and later CP9 before assignment to CP0 after Enies Lobby. As CP5 chief, he masterminded a plot to seize the ancient weapon Pluton's blueprints. He framed shipwright Tom and his apprentices Franky and Iceburg by using battleships stolen from Franky to attack a judiciary ship. After Tom's execution sentence, Franky attacked Spandam in retaliation, inflicting severe facial injuries that led Spandam to permanently wear a leather mask and established his vendetta against Franky.

Upon becoming CP9 chief, Spandam manipulated the Five Elders into authorizing Pluton's recovery, intending to seize control of the World Government. During the Water 7 and Enies Lobby events, he commanded CP9 to capture Nico Robin—the only person who could locate Pluton—and seize the blueprints from Franky. He coerced Robin's surrender by threatening an authorized Buster Call, a devastating military strike capable of annihilating islands.

At Enies Lobby, Spandam exhibited incompetence, cowardice, and cruelty. He displayed clumsiness and possessed extremely low combat ability (Doriki level 9, below an average Marine), relying entirely on CP9 agents for protection. His primary weapon was the elephant sword Funkfreed, which consumed a Zoan-type Devil Fruit enabling transformation into an elephant hybrid or full elephant. He physically abused the captive Robin and revelled in gloating. He accidentally triggered the Buster Call during the chaos, resulting in Enies Lobby's destruction.

After the Straw Hats defeated CP9 and rescued Robin, Franky burned the Pluton blueprints, thwarting Spandam's plans. Spandam was severely beaten by Franky and Robin; Robin used Funkfreed to crush him before snapping his spine. Despite his failures, his father's influence secured his promotion to CP0. Former CP9 members rejoined CP0 at higher ranks, making Spandam subordinate to those he previously commanded and betrayed.

In the "Episode of Merry" special, which retells the Water 7 and Enies Lobby arcs from the Going Merry's perspective, Spandam serves as the main antagonist. His role involves capturing Robin, triggering the Buster Call, and confronting the Straw Hats during their rescue, culminating in his defeat. The special condenses these events while retaining his key actions and motivations.
