Description
Juzo Hasegawa commands the Cyber Police unit's special operations division. He oversees convicted criminals recruited as law enforcement officers in exchange for sentence reductions, including the central figures Sengoku, Gogul, and Benten. To ensure their compliance, these convicts wear explosive collars directly controlled by Hasegawa through a multifunctional device that integrates his cigarette lighter. This device acts as a communicator, timer, and detonator, enabling Hasegawa to remotely trigger the collars should convicts disobey orders, attempt escape, or fail missions within his strictly enforced deadlines.
Hasegawa operates with pragmatic and morally ambiguous methods. He exhibits no ethical qualms about leveraging the convicts' situations, readily threatening collar detonation even during active threats to compel cooperation. His tactics involve imposing arbitrary mission deadlines and using the collars punitively, such as extending Sengoku's sentence for refusing an unlawful execution.
