Description
Heisuke Todo, youngest captain of the Shinsengumi's 8th Division, hails from Edo. He possesses high energy and a cheerful demeanor. Standing 163 cm tall, he is the shortest captain, characterized by long brown hair tied in a ponytail and emerald eyes. His appearance later shifts dramatically; he adopts Western-style clothing—a white shirt, black vest, and boots—and cuts his hair short. After transforming into a Rasetsu through consuming the Water of Life elixir, his hair turns white, his eyes crimson red, and his canine teeth become pronounced.

Energetic, talkative, and often humorous even in peril, Heisuke forms a trio with Sanosuke Harada and Shinpachi Nagakura, frequently breaking curfew rules to drink or fight. Beneath his lighthearted exterior lies insight and moral conviction, prioritizing protecting Kyoto's citizens over blind loyalty to the Shogunate. This ideological conflict leads him to depart the Shinsengumi alongside his mentor, Itou Kashitarō, though he grapples with disillusionment regarding both factions' methods during their feud.

His story initiates at the Ikedaya incident, where he sustains a severe head wound battling the demon Kyuuju Amagiri. Questioning the Shinsengumi's deepening alignment with the Shogunate, he ultimately leaves to join Itou's breakaway group, the Goryō Eji. Following Itou's assassination by the Shinsengumi, Heisuke confronts Amagiri again to protect Chizuru Yukimura and suffers critical injuries. Facing death, he consumes the Water of Life to survive, becoming a Rasetsu.

Enduring physical and psychological torment as a Rasetsu, Heisuke experiences daytime lethargy, uncontrollable bloodlust, and the knowledge that using his powers shortens his lifespan. He resists drinking blood to retain his humanity, relying on medicine from Keisuke Sannan to suppress his urges. Fear of losing himself or harming others intensifies, especially after witnessing former friends living normal lives. Despite this, his determination to protect Chizuru Yukimura becomes his primary reason for rejoining the Shinsengumi and fighting. His resolve solidifies when tasked with stopping Sannan's rogue Fury army; he accepts this burden, prepared for self-sacrifice.

Heisuke's relationship with Chizuru Yukimura is central to his development. Their similar age facilitates mutual understanding. After his transformation, she provides emotional support, refusing to see him as a monster and advocating for his survival. Her unwavering presence helps him reconcile his identity, leading him to prioritize her safety over political ideals. This bond culminates in his decision to remain with the Shinsengumi rather than depart with Harada and Nagakura, anchoring his purpose in safeguarding her.

Historically based on Tōdō Heisuke (1844–1867), a samurai who served as the Shinsengumi's eighth unit captain before defecting to the Goryō Eji and dying during the Aburanokōji incident, the fictional narrative diverges by allowing his survival through the Rasetsu transformation.
