Description
Locke is an immortal esper whose origins remain unknown even to himself, claiming no memory of his birth or early life. He once identified "Toa" as his home planet, though this was merely a world he previously inhabited, not his point of origin. His extensive psychic abilities include interstellar teleportation, telekinesis, rapid healing via psychogenesis, telepathy, and the creation of energy barriers and spears. A unique trait is his capacity for "waka-gaeri," reverting to a child's form to integrate into families or evade responsibilities associated with perceived youth. He consistently rejects the title "Locke the Superman."

In the "New World Command" narrative, Locke appears alongside four other amnesiac espers—Azalea Latwick, Lan Svendsen, Enos, and Umoth. An unidentified entity assembled them after deliberately erasing their memories. Each possesses complementary psychic talents: Locke wields electrical magic, while the others contribute superhuman strength, X-ray vision, and teleportation. The group accepts a mission to assassinate scientist Tsar, a key figure completing the supercomputer Elana, in exchange for the restoration of their memories. They face opposition from 20,000 psychics guarding Tsar. Locke's amnesia renders him functionally mortal during this mission, stripping away his typical godlike detachment and forcing reliance on his fragmented abilities within the team. His electrical powers are employed collectively to overcome obstacles and adversaries.

This storyline contrasts Locke's usual portrayal across the broader franchise, where he navigates galactic conflicts as a weary, near-omnipotent observer. The artificial amnesia emphasizes his vulnerability and explores his identity detached from centuries of accumulated experiences. His interactions with team members, particularly Azalea and Lan, occur without his usual historical context. The mission's focus on regaining lost memories parallels Locke's eternal struggle to reconcile his fragmented past with his present existence, though under these artificially imposed constraints.
