Locke is an immortal esper of unknown origin, lacking memories of his birthplace or early life, though he once mentioned "Toa" as a planet he inhabited, distinct from his true homeworld. He has lived for centuries, possibly millennia, maintaining a youthful appearance via "waka-gaeri," a process enabling him to revert to a child or adolescent form. This ability facilitates evading responsibility, as others hesitate to burden the young, and allows him to experience fleeting familial bonds through adoption by kind individuals.

His powers encompass teleportation across interstellar distances—a skill learned from the esper Erika during the Galaxy Federation era—telekinesis, rapid healing for himself and others, telepathy (both short and long-range), and the creation of energy barriers and spears. Locke can also transform into a skilled female identity named Liza or Eliza, a persona he occasionally adopts, including once becoming a pop star.

Across centuries, Locke emerges during pivotal galactic moments, acting as an observer, indirect influencer, or direct participant. Driven by an innate sense of justice, he typically resists formal alliances or titles, often denying the moniker "the Superman." Despite his power, he yearns for a normal life, a desire perpetually thwarted by conflicts involving corrupt authorities, rebellions, or other espers. For instance, he aided the Ronwall revolutionary movement, supporting figures like Julius Flay and Elaine Bernstein, though his involvement sometimes led to tragedy, such as Flay's assassination post-independence.

Key relationships define his journey: he was cared for by Lianna Migault, whose death from radiation poisoning deeply affected him, and he later encountered Marian Lluis, a Federation officer assigned to surveil him due to her resemblance to Lianna. His actions span eras, from the Christian era (2000s) to the Galactic Federation age, including confrontations with figures like Lady Kahn, who sought esper dominance, and Lord Leon, an esper seeking vengeance against corporate corruption.
