In the near future of 205X, Tokyo has become a circuit of death. The Shuto Expressway is a graveyard where weapons are allowed and the only rule is survival. Former genius racer Hayate Soma, once hailed as a prodigy with a bright future, is kidnapped by a sinister group and forced to participate in the Tokyo Death Race, a brutal competition that spans the entire metropolitan area of Tokyo. His motivation is simple: he must pay off his debts, and the only way to do so is to win. To survive, Soma must stake his life on his driving skills and race through the city faster than anyone else.

Soma is a gifted driver whose past promise as a top-tier racer makes him a valuable, if unwilling, contender. He pilots a vehicle named Sleipnir, which becomes a target for other racers and organizations. As the race progresses, he faces a series of escalating threats. The organization known as New China sends assassins who attempt to capture Sleipnir, forcing Soma and his allies to evade a massive trailer truck in a high-speed chase. Meanwhile, in Shibuya, a massive fire erupts, orchestrated by a sadistic and ruthless racer called Bitchy Bitchy, who revels in chaos and murder.
