Chie Matsuura is a Japanese voice actress born on October 1, 1980, in Saitama Prefecture. She is affiliated with the talent agency Mausu Promotion. Her aspiration to become a voice actor began in elementary school, a goal she notably wrote about in her graduation essay. To pursue this career, she graduated from the Broadcasting Voice Acting Department at Tokyo Announce Gakuin and completed her training at the Mausu Promotion affiliated acting school, officially joining the agency in 2003.

Matsuura has built a versatile career since the early 2000s, providing voices for a wide range of characters in anime, video games, and foreign language dubs. In anime, she is recognized for several prominent roles. She voices Meg Kataoka, the capable female class representative, in the Assassination Classroom series, a role she has reprised in related works including Assassination Classroom the Movie: 365 Days' Time and the spin-off Koro Sensei Quest!. Another significant anime role is June, one of the twelve android sisters known as the Marciano Sisters, in the 2006 series Coyote Ragtime Show.
