Rie Kanda is a Japanese voice actress born on June 16, 1978, in Tokyo, Japan. She is affiliated with the talent agency 81 Produce. Kanda is recognized for her gentle and soothing vocal quality, often described as a healing-type voice actress, a reputation solidified by her performance as Honami Fujieda in the anime Tsuki wa Higashi ni Hi wa Nishi ni Operation Sanctuary.

Kanda began her career in the voice acting industry around the year 2000. Her initial years involved voicing numerous配角 roles in a variety of television anime series. Some of her early appearances include minor roles in Gravitation, Noir, and Hanaukyo Maid Tai. Throughout the early 2000s, she continued to build her resume with parts in series such as Shrine of the Morning Mist, where she played Izumi Sakibara, and the adventure series Bōken Yūki Pluster World, providing the voice for the character Bigguraya among others. In 2003, she voiced the character Seiren in the surreal series Yamibo - Darkness, the Hat, and the Travelers of the Books.

The year 2004 marked a significant point in her career with her role as Honami Fujieda in Tsuki wa Higashi ni Hi wa Nishi ni Operation Sanctuary.
