Flavio Arras is an Italian voice actor, born in Turin on March 29, 1965, recognized for his extensive contributions to the dubbing of animated series and films, particularly anime, for the Italian market. His career spanned several decades until his retirement around 2019.

Arras's filmography is notable for its breadth, including prominent roles in many series that became staples of Italian television. He is perhaps best known as the voice of the Pokédex across numerous seasons of the Pokémon anime, including the feature film Pikachu's Summer Vacation, providing a familiar and iconic voice for generations of viewers. Another significant role was that of Mr. Popo in the various Dragon Ball series, including Dragon Ball, Dragon Ball Z, and Dragon Ball GT.

His work encompasses a wide range of characters in other major franchises. He voiced Ryo Sanada, the protagonist of the series Legendary Armor Samurai Troopers, known in Italy as I cinque samurai. In the One Piece anime, he was the voice of the character Pell. He also contributed to the world of Winspector, dubbing the protagonist Ryuuma Kagawa. In the Transformers franchise, he voiced the character Sirena in the series Transformers: Super God Masterforce and Transformers: The Headmasters.

In the Saint Seiya universe (I Cavalieri dello zodiaco), he voiced several characters, including the Gold Saints Megres and Ioria. He also took on the role of Quild in both the Legend of Crystania motion picture and its OVA sequel, The Chaos Ring. Other roles include Sly Dumper in the OVA series God Bless Dancougar, Daniel in the animated feature Super Atragon, and Goemon Ishikawa XIII in later dubs of Lupin III films such as The Castle of Cagliostro.

His work was not limited to animation. Arras also lent his voice to characters in video games, including Jinx in Jak II: Renegade and roles in Dreamfall: The Longest Journey. In the late 1990s, he also appeared as an actor on the Italian children's television program L'albero azzurro.
