Rafael Meira, also known as Rafael Barioni, is a Brazilian voice actor, director, writer, and presenter, born in São Paulo in 1983. He has built a extensive career in dubbing, providing the Brazilian Portuguese voices for a wide variety of characters in numerous anime series and films.

His body of work includes some of the most iconic titles in the genre. Meira is known for his role as Ryo Ishizaki in the anime series Captain Tsubasa: Road to 2002. He assumed the role from the eighth episode onward, voicing the character for the remainder of the series. Another of his credited roles is Mao Sakisaka in the 1998 OVA series Virgin Fleet. He also voiced the character Nupure in the OVA series Ellcia.

Beyond these roles, his extensive filmography showcases his range and frequency in the industry. He has voiced major characters such as Kensuke Aida in Neon Genesis Evangelion, Claus Valca in Last Exile, and Hige in Wolf's Rain. He also provided the first voices for the characters Todd Snap and Ritchie in the early seasons of Pokémon. His work extends to long-running series like Bleach and Hunter x Hunter, as well as films such as Cardcaptor Sakura: The Sealed Card.
