Shinya Fukumatsu is a Japanese voice actor born on November 30, 1958, in Tokyo Prefecture, Japan. He is affiliated with the talent management firm Mausu Promotion.

Fukumatsu has built a extensive career spanning numerous anime television series, animated films, and video games.
