Bills is the God of Destruction for the Seventh Universe, a position he holds as a counterpart to the Supreme Kais, who are responsible for creation. His primary function is to maintain universal balance through destruction, clearing away old planets and civilizations to make way for new ones. Despite his fearsome title, Bills is not a traditional villain but a divine force of nature who exists above conventional notions of good and evil.

The character's design was inspired by a Cornish Rex cat owned by the creator, which contributes to his distinctive, feline appearance. He has a slender, purple, cat-like physique with large ears and is typically dressed in dark, ornate Egyptian-style clothing adorned with white and orange diamond patterns. His name, along with those of his divine peers, follows a naming theme based on alcoholic beverages.

In terms of personality, Bills is complex and mercurial. Like a cat, he can be playful, curious, and affectionate, but he is also prone to sudden, violent tantrums over minor provocations, such as being denied a favorite food or losing a game. He is an impetuous gourmand with an insatiable appetite and a deep appreciation for fine cuisine, which often serves as a primary motivation for his actions and a key to placating his wrath. While he can be terrifyingly powerful and demanding of respect, he is also surprisingly polite, sociable, and even charming when in a good mood. He holds a genuine respect for strong and worthy opponents, which is a primary reason he ultimately spared Earth and took an interest in Goku and Vegeta.

Bills is not solely motivated by destruction. His deepest desires are to find worthy opponents for a stimulating fight and to indulge his sophisticated palate. These seemingly simple goals drive much of his involvement in the story, from his initial search for the Super Saiyan God of legend to his willingness to participate in and organize tournaments between universes. His role in the narrative evolves from a seemingly invincible antagonist to a powerful, if unpredictable, ally and a mentor figure. He and his angelic attendant, Whis, become a fixed point around which the heroes of Universe 7 train and grow stronger.

Key relationships define much of his character. His attendant and martial arts master is Whis, an angel who is vastly more powerful and serves as his caretaker and teacher, often gently chiding Bills for his laziness and childish behavior. He has a twin brother, Champa, who is the God of Destruction for the Sixth Universe. Their sibling rivalry is intense and petty, frequently leading to heated arguments and contests that put entire universes at risk. He also has a crucial, if indirect, connection to the Supreme Kai of Universe 7; their life forces are linked, meaning that if the Supreme Kai dies, so too will Bills. This serves as his primary vulnerability. His relationship with Frieza is notable, as he was the one who ordered the tyrant to destroy Planet Vegeta, using him as a proxy to punish the Saiyan race for the disrespectful behavior of their king.

Throughout Dragon Ball Super, Bills demonstrates significant development. He begins as a distant, legendary threat who easily defeats all the Z-Fighters, but gradually becomes a semi-regular presence on Earth, developing a grudging fondness for its warriors and cuisine. He takes on a more proactive role, organizing a tournament with his brother and later being forced to participate in the Tournament of Power to prevent the erasure of his own universe. While he remains overwhelmingly powerful, the series shows that his position is not absolute, as the Omni-King and even the angels possess far greater authority and strength, which humbles him to a degree.

Bills possesses an immense range of abilities that place him far beyond the mortal fighters of Universe 7. His power is so great that a clash of his fists with Super Saiyan God Goku sent shockwaves across the entire universe, threatening to destroy it entirely, all while he was using only a fraction of his full strength. He can destroy planets with a mere sneeze or a light tap of his claw, move at speeds that are millions of times faster than light, and is completely immune to the vacuum of space and most physical harm. His signature technique is the Hakai, or Destruction, a sphere of energy that can instantly erase any being or object, including their soul, from existence. He has also demonstrated telekinesis, paralysis, energy nullification, and the ability to use an imperfect version of Ultra Instinct, a divine technique that allows his body to move and react independently of his thoughts. Despite his incredible power, Bills is frequently depicted as lazy and more interested in eating and sleeping than in fulfilling his duties as a God of Destruction.
