Description
Frederic Downing, a British virologist, worked for Umbrella USA in the 1990s on the classified G-Virus Project beneath Raccoon City. Disillusioned and driven by greed by mid-1998, he stole G-Virus samples and an experimental t-Virus strain before fleeing the city. The ensuing t-Virus contamination of Raccoon City's water supply enabled him to fake his death and assume a new identity.
Understanding that bioweapons needed corresponding vaccines for marketability, Downing joined rival WP Corporation, ascending to research division chief. Leveraging connections with Senator Ron Davis, he secured Pentagon funding for t-Virus vaccine development, positioning himself to mass-produce both virus and cure.
In 2005, Downing initiated a complex scheme to sell viruses on the black market. He orchestrated a t-Virus outbreak in India through a terrorist proxy, then deployed WP's vaccine to contain it. International media misinterpreted victim photographs as vaccine side effects, damaging WP's reputation. He subsequently radicalized former researcher Curtis Miller, supplying him with t-Virus to trigger an outbreak at Harvardville International Airport, framing Miller for corporate sabotage.
Downing personally lured Claire Redfield to WP's research facility, presenting fabricated evidence implicating Senator Davis in G-Virus trafficking. After evacuating, he staged his apparent death by directing Miller to detonate explosives within the facility.
