Ilya Welter is a German voice actress known for her extensive work in dubbing, particularly for anime series and films. Born in Newton, Massachusetts in 1966, she began her career after completing voice training in Hamburg, Germany. Her early work included voiceovers for German television broadcasters such as RTL, RTL II, and Super-RTL.

Welter is perhaps best recognized for providing the German voice for the character Chun-Li in the Fighter II: The Animated Movie. In this production, she dubbed over the original Japanese voice performance by Miki Fujitani. Another noted anime role came in 2008 when she voiced the character Meister Youga in the German synchronization of the series Karakuri Ninja Girl.

Beyond these roles, Welter's voice has become associated with several prominent anime characters. She is the German voice of Chichi, the wife of the series' protagonist, in the Dragonball anime franchise. She also voices Rangiku Matsumoto in the long-running series Bleach and the homunculus Lust in both Fullmetal Alchemist and Fullmetal Alchemist: Brotherhood. Her other anime credits include the role of Rem Saverem in Trigun and Cathy in Venus Wars.

In addition to anime, Welter's work spans Western animation, live-action dubbing, and audio dramas. She is the German voice for the character Wanda in the animated series Cosmo and Wanda – Wenn Elfen helfen. For live-action productions, she is the regular German dubbing voice for American actress Annabella Sciorra. She has also been a longstanding cast member of the popular German radio play series Geisterjäger John Sinclair, voicing the character Glenda Perkins since 2001. Her career has also included theatrical engagements in Hamburg and Hannover.

Welter is married to fellow voice actor Volker Wolf, with whom she has frequently collaborated; Wolf, for instance, voiced the character Guile alongside her Chun-Li in the German dub of Street Fighter II: The Animated Movie. Their daughter, Annabel Wolf, has also followed them into the voice acting profession.
