Born on April 24, 1954, he is a native of New Castle, Delaware, and was raised in San Antonio, Texas. In addition to his voice acting career, Belcher is a stage actor based in Houston, Texas. Since the mid-2010s, he has been a prolific presence in English-language anime productions, lending his voice to a wide array of characters.

Belcher's voice work encompasses a diverse range of roles, from wise mentors and authority figures to eccentric characters and villains.
