Cesare Rasini is an Italian voice actor, active in dubbing for animation, films, and video games. He was born in Turin on May 3, 1957. He is primarily active in dubbing studios in Turin and Milan, lending his voice to a wide array of characters in popular anime series, animated films, and live-action productions.

Rasini's career is marked by a significant number of roles in long-running and globally recognized anime franchises. He is well-known as the voice of King Kai of the North in the Italian dubs of Dragon Ball Z, Dragon Ball GT, and Dragon Ball Super. He has also voiced numerous characters in the One Piece series, including Yama, Spoil, San Roswald, Shiki the Golden Lion, Karsee, Shiryu, and Gancho. In the Naruto: Shippuden series, he provided the voices for Gamaken and Kitsuchi. He is also the voice of Nobisuke Nobi, the father of the protagonist, in the long-running Doraemon franchise, a role he has reprised for many of the series' films.
