Born in Edmonton, Alberta, on November 10, 1972, he developed an early interest in performance, studying drama at the University of Alberta and participating in various forms of dance and theater. He moved to Vancouver in 1998 with aspirations of becoming a film director, but soon found work in voice-over after creating a demo tape. He became associated with the Ocean Group of voice actors in Vancouver, and in 2013, he relocated to Los Angeles to further his career.

Devall has provided English voices for a wide array of characters in anime, demonstrating a notable range. Among his most prominent anime roles is Mu La Flaga in the Mobile Suit Gundam franchise, appearing in series such as Mobile Suit Gundam SEED, Mobile Suit Gundam Seed Destiny, and its special editions, where he also voiced the character Neo Roanoake. His other significant anime credits include Shuichi Aizawa in Death Note and its Death Note Relight compilations, Himuro in Aggretsuko, Dr. Clown in Levius, Mukotsu in InuYasha, and Togusa in Ghost in the Shell: Stand Alone Complex. In the world of English-dubbed anime, he has frequently collaborated with a circle of fellow voice actors based in Vancouver, including Brad Swaile, Brian Drummond, Michael Dobson, and Kirby Morrow, among others.

Beyond anime, Devall's voice is widely recognized in Western animation and video games. He is known for roles such as Rocket Raccoon in the animated Guardians of the Galaxy series, Pyro in X-Men: Evolution, Dukey in Johnny Test, and various characters in the Star Wars franchise, including Emperor Palpatine and Admiral Ackbar in Lego Star Wars productions. He voiced Ravus Nox Fleuret in both the film Kingsglaive: Final Fantasy XV and its related video game, and has had roles in the Transformers franchise, including Alpha Q in Transformers: Energon, and Megatron and Scourge in Transformers: Cybertron. His live-action work includes a role as Sir Atticus Moon in the television film Big Time Movie.

In addition to his acting work, Devall has been active in creative projects behind the microphone. From 2007 to 2013, he produced and hosted a podcast called Voiceprint with Trevor Devall & Guests, where he interviewed fellow voice actors about their careers and the industry. In 2019, he launched a YouTube channel, Me, Myself and Die!, dedicated to solo gameplay of tabletop role-playing games, which has garnered a significant following. This project led to the creation of his own tabletop role-playing game, The Broken Empires, which was successfully funded through Kickstarter in 2024.
