Description
When the director of the small, financially struggling Higashiyama-TV suddenly dies of a heart attack, his university student daughter Keiko Nakadai drops out of school to take over the station in the village of Yamanaka. Determined to honor her father's philosophy of hand-made television, she rejects buying cheap programs from Tokyo and vows to produce all of the station's own content, despite its near-bankrupt state.

Keiko immediately faces opposition from within her own staff, particularly from a man named Yoshikawa who advocates for purchasing network programs, while another employee named Saito, her father's former right hand, supports her tenacity. Her primary antagonist, however, is the arrogant and sexually insatiable Megumi Hayashibara, the owner of the rival Nishiyama-TV (rebranded as Trendy TV), who is also a major creditor of Keiko's station. Megumi spitefully sabotages Keiko's new programs at every turn, creating a backstage chaos of escalating one-upmanship between the two broadcasters.

The narrative turns when the regular weather reporter falls victim to one of Megumi's underhanded tricks and fails to show up for a live broadcast. With no one else to turn to, Keiko steps in to deliver the forecast herself. During the live segment, she pushes the boundaries of broadcast television by briefly exposing her underwear on air, a daring act that turns the weather report into an instant sensation and sends the station's ratings soaring.

Buoyed by this success, the rivalry between Keiko and Megumi escalates into an outrageous public contest to determine the one true reigning weather woman. This competition abandons traditional metrics of talent, instead featuring a series of absurd challenges including tests of meteorology knowledge, arm wrestling, and judging the contestants in skimpy costumes. As the battle unfolds, Keiko must navigate Megumi's ruthless schemes while proving that her unorthodox methods can save her father's legacy and secure the future of her hand-made television station.
