Kai, sometimes referred to by the full name Kaisuke, is a supporting character in Akira who serves as a junior member of Kaneda's motorcycle gang. At fifteen years old, Kai is one of the youngest members of the group, with a small stature and a somewhat goofy demeanor that sets him apart from his more aggressive peers. He has dark hair and brown eyes, and his choice of clothing often stands out within the group; he typically wears a simple green jacket over a tucked-in light green shirt with a red tie, along with long gauntlet-style gloves. This slightly more put-together look contrasts with the rougher vests and jackets worn by other gang members, giving him an appearance of being a more proper or neat individual.

Regarding his personality, Kai comes across as a kind-hearted and caring person, which is notable given the often harsh and violent setting of Neo-Tokyo. He displays genuine concern for his fellow gang members, particularly Tetsuo, the emotionally volatile friend of the leader, Kaneda. While others in the group may dismiss or antagonize Tetsuo, Kai frequently voices worry about his well-being. After Yamagata, another gang member, is killed, Kai shows deep emotional sorrow. Later, even after Tetsuo becomes a dangerous enemy responsible for death and destruction, Kai still asks whether Tetsuo is dead, indicating that he has not completely abandoned his care for him as a friend. This emotional and empathetic nature is further shown when he covers Kaori, Tetsuo's girlfriend, with his own jacket after her clothes are torn by a rival gang.

Despite his softer side, Kai is not a passive character and proves himself to be highly capable when the situation demands it. He is shown to be one of the more skilled riders in the gang, possessing maneuverability that is said to rival or even surpass Kaneda's, especially in off-road conditions. He also demonstrates mechanical aptitude, appearing to serve as a sort of mechanic who handles the gang's equipment and technology. In one instance, he attempts to charge a laser cannon's battery using jumper cables connected to a running motorcycle, showing a willingness to work with complex machinery. In confrontations with rival groups like the Clowns, he is able to hold his own, proving that his small size belies his fighting ability.

Kai's role in the story is primarily that of a loyal companion, though he becomes separated from the main action for a significant portion of the anime film. His primary motivation is the safety and well-being of his friends in the gang. He is deeply loyal to Kaneda and shows a strong sense of responsibility toward Tetsuo and others. He does not appear to have any grand political or personal ambitions; instead, he exists as an anchor of normalcy and decency amidst the escalating chaos of psychic destruction and military conflict. His key relationships are with Kaneda, the group's leader whom he looks up to, and Tetsuo, whose fall he watches with worry and sadness. In the film, he survives the final catastrophic events, last seen riding alongside Kaneda and Kei, making him one of the few surviving members of the original gang.

Notably, Kai's role and depth are expanded greatly in the original manga. While he is a side character in the film, the manga gives him a more significant arc. At one point, he is sent to a juvenile prison alongside Joker, the deposed leader of the rival Clown gang. During the destruction of Neo-Tokyo caused by Akira, he heroically rescues Joker from being crushed by debris, and the two form an unlikely friendship. Together, they later assist Kaneda in the final assaults against Tetsuo's Great Tokyo Empire. This suggests a level of courage, resilience, and loyalty that his minimized role in the anime adaptation only hints at. He is also suggested to be a source of comic relief at times, engaging in silly or awkward banter with other characters, which contributes to his role as a lighter presence in a dark and intense narrative. Ultimately, Kai is remembered as a loyal, skilled, and unexpectedly complex character whose main assets are his heart, his mechanical skill, and his consistent reliability.
