Description
Fujitora, whose real name is Issho, is a Marine Admiral who was conscripted through a World Military Draft during the two-year timeskip, filling one of the vacancies created by the promotions and departures of other Admirals. He is a tall, blind man with short dark hair, a mustache, and a beard, who typically wears a light-purple yukata and a matching cloak with his standard Marine coat worn over his shoulders like a cape. The X-shaped scar stretching over both of his eyes is self-inflicted, a result of him choosing to blind himself because he was weary of seeing the world's evils, a condition he considers a blessing. He walks with a shikomizue, a Japanese swordstick, which serves as both a cane and his primary weapon.

Fujitora is a proponent of what he terms "Humane Justice," prioritizing the safety and well-being of innocent civilians above all else. He is a calm, collected, and deeply honorable individual who despises the corruption within the World Government, holding the Celestial Dragons in particular contempt. His central motivation is to abolish the Seven Warlords of the Sea system, which he believes enables ruthless pirates like Donquixote Doflamingo to commit atrocities under the government's protection. Unlike many of his peers, Fujitora is committed to the truth, openly stating that the World Government was to blame for the suffering in Dressrosa and that the pirate Monkey D. Luffy was the true hero of the island. He is pragmatic and will align himself with pirates or disobey orders if it serves the greater good, accepting the consequences of his actions without complaint.

Fujitora is an immensely powerful fighter, a requisite for his rank. He ate the Zushi Zushi no Mi, a Paramecia-type Devil Fruit that grants him the power to manipulate gravity. He can increase the gravitational force in an area to crush opponents or create massive craters, and decrease it to levitate objects, people, or himself as a form of pseudo-flight. His most spectacular ability is to pull meteors from space down onto a target. He channels his Devil Fruit powers through his sword, often using iaijutsu, or quick-draw techniques, to focus his gravitational attacks. Despite his blindness, Fujitora is an exceptionally skilled swordsman, able to match the Straw Hat Pirates' Roronoa Zoro in combat. He relies on his mastery of Kenbunshoku Haki, or Observation Haki, to perceive his surroundings and predict attacks, effectively negating the disadvantage of being blind. He also possesses powerful Busoshoku Haki, or Armament Haki, which he uses to harden his sword and strike Devil Fruit users.

Fujitora is first sent to Dressrosa by Fleet Admiral Sakazuki to investigate the actions of Donquixote Doflamingo. While initially forced to cooperate with the Warlord, he secretly works to expose the system's failings. During the battle, he refrains from attacking Luffy directly once the citizens of Dressrosa intervene, acknowledging their support for the pirate. After Doflamingo's defeat, Fujitora uses a worldwide broadcast to formally apologize to King Riku of Dressrosa and the nation's citizens, while also revealing the World Government's shameful reliance on the Warlord system. His key relationships are defined by his ideals. He clashes with Fleet Admiral Sakazuki and his fellow Admiral Ryokugyu, both of whom have a more radical and uncompromising sense of justice. He shares a common goal with Marine Captain Smoker, leading to a mutual respect between the two officers. Over time, Fujitora remains unwavering in his principles, and his efforts are ultimately rewarded when the Seven Warlords of the Sea system is officially abolished.
