Julie Basecqz is a Belgian-Canadian voice actress, animator, and artistic director, recognized for her extensive work in the French dubbing of anime series and films. Born on December 10, 1976, in Ottawa, Canada, she developed an early interest in the performing arts, studying drama at the University of Ottawa and later at the Centre d'Études Théâtrales at the Université de Louvain-la-Neuve in Belgium. She culminated her formal training by earning a First Prize in Dramatic Art from the Conservatoire Royal de Bruxelles in 2000.

Basecqz's career in voice acting began serendipitously when she observed recording sessions in Brussels studios, which led to her first dubbing roles. She quickly established herself as a versatile performer, capable of voicing a wide range of characters from young boys and teenage girls to adult women and even animals. Her anime filmography is extensive and includes several notable roles. She is the voice of Mitsuki Hayase in the drama series Rumbling Hearts, Sprocket in Viewtiful Joe, and Vogue Merry in the One Piece special Episode of Merry: Mō Hitori no Nakama no Monogatari. She has also been a prominent figure in the long-running dub of the One Piece series, providing the voices for numerous characters such as Kaya, Conis, Aisa, Perona, and Tashigi, among others. Her work in other major franchises includes roles as Lucy/Nyu in Elfen Lied, Tea Gardner and Alexia Rhodes in Yu-Gi-Oh! and Yu-Gi-Oh! GX, and Umi Ryuuzaki in Magic Knight Rayearth. In the Pokémon anime, she is known as the third voice of Nurse Joy, beginning in season 14, and has also voiced Officer Jenny, Delia Ketchum, and numerous Pokémon.

Beyond performance, Julie Basecqz is highly respected for her work as a voice director, where she has been instrumental in casting and directing French adaptations for major series.
