Description
The story is set in 1910s Japan, a time of modernization and military expansion. Kodo Iwamoto is a student at Seiho Junior High School, a unique institution operating under the direct command of the military that secretly collects and researches paranormal phenomena to harness supernatural powers for potential military use. Following orders from the army, Iwamoto travels across the country to investigate local reports of mysterious events.
During his journey, Iwamoto arrives at a village where rumors circulate about falling black snow. There he encounters a boy named Kai Haramachi who possesses strange, unexplained powers. Kai believes these abilities are a curse or an illness, viewing them with fear and shame. Through Iwamoto's guidance and support, the boy begins to understand that he is not afflicted but gifted, and that others may share his condition. Iwamoto helps him learn to control his powers and eventually offers him a letter of recommendation to join Seiho Junior High School.
