The story is set in 1910s Japan, a time of modernization and military expansion. Kodo Iwamoto is a student at Seiho Junior High School, a unique institution operating under the direct command of the military that secretly collects and researches paranormal phenomena to harness supernatural powers for potential military use. Following orders from the army, Iwamoto travels across the country to investigate local reports of mysterious events.

During his journey, Iwamoto arrives at a village where rumors circulate about falling black snow. There he encounters a boy named Kai Haramachi who possesses strange, unexplained powers. Kai believes these abilities are a curse or an illness, viewing them with fear and shame. Through Iwamoto's guidance and support, the boy begins to understand that he is not afflicted but gifted, and that others may share his condition. Iwamoto helps him learn to control his powers and eventually offers him a letter of recommendation to join Seiho Junior High School.

Kodo Iwamoto is a composed and perceptive upperclassman dedicated to his investigative duties, voiced by Taito Ban. Kai Haramachi, voiced by Yuki Sakakihara, starts as a frightened boy who gradually finds confidence and a sense of belonging. The supporting cast includes Soichiro Amaha, voiced by Kent Ito, another student involved in these supernatural affairs.

As Iwamoto continues his travels to other regions, each location presents new enigmas and supernatural occurrences. The series weaves together episodic investigations with an overarching romantic narrative, exploring how extraordinary abilities shape the lives of ordinary people during a pivotal era in Japanese history. The narrative focuses on the bonds formed between those with powers and the military institution seeking to understand and control them. An anime television series adaptation produced by Studio Deen is scheduled to premiere in July 2026.
