Philece Sampler was an American actress widely recognized for her extensive work in voice acting, particularly for English-language dubs of anime. Born Debra Philece Sampler on July 16, 1953, in San Angelo, Texas, she began her career in live-action television. After graduating from the University of North Texas with a drama degree in 1975, she moved to Hollywood and secured guest roles in series such as The Incredible Hulk. She gained prominence for her performances in daytime soap operas, notably as Renée DuMonde on Days of Our Lives and as Donna Love Hudson on Another World.

Sampler transitioned to voice acting, becoming a prolific talent in the anime dubbing industry. She was celebrated for her wide vocal range, which allowed her to portray characters of various ages and genders, from young boys to elderly women. One of her most iconic and enduring roles was that of Mimi Tachikawa in the Digimon franchise, a character she voiced in Digimon Adventure, Digimon Adventure 02, and the later film series Digimon Adventure tri.. Her association with the franchise also included voicing Cody Hida and other characters.

Her extensive anime filmography includes a multitude of other significant roles. She voiced Kakeru Sakamaki in Idaten Jump, Binka in Shinzo, and Rena in Dinozaurs: The Series.
