Hirohiko Kakegawa is a Japanese actor, voice actor, and narrator born on October 11, 1959, in Saitama Prefecture, Japan. He is a graduate of Waseda University. Before entering the entertainment industry, Kakegawa worked as a local government official and a company employee. He decided to pursue a career in voice acting to avoid future regret and enrolled in the Aonijuku training school in Tokyo, graduating as part of its sixth generation alongside notable voice actors like Takeshi Kusao and Yumi Toma. He made his debut in 1986 with a role in the television anime Saint Seiya.

Kakegawa is affiliated with the talent agency Aoni Production. Known for his calm and composed voice, he possesses a wide vocal range, allowing him to portray characters from their twenties through to middle age and beyond. In the early 1990s, he was also frequently cast in robot roles, utilizing a higher-pitched voice.

Kakegawa has built an extensive filmography across anime, video games, and dubbing. He is perhaps best known for voicing Dracule Mihawk in the long-running series One Piece, taking over the role from the late Takeshi Aono. He has also had a long-standing association with the anime Chibi Maruko-chan, providing the voice for characters like Professor Hideyuki Togawa and Shigeo Sasaki. His other notable anime roles include Warsman, Brocken Jr., and Zebra in Kinnikuman: Kinnikusei Ōi Sōdatsu-hen, Tanaka Yama in Goldfish Warning!, and Detroff Kossell in the Mobile Suit Gundam 0083: Stardust Memory OVA series. In the anime film Princess Knight, he voiced the character Sir Nylon. His repertoire also includes roles in major franchises such as Transformers: Victory, where he voiced multiple characters including Braver, and Digimon Ghost Game as Professor Okuma.

In addition to anime, Kakegawa is a prominent voice in video games. He has had a long-running role as the Chinese warrior Zhang Fei in the popular Dynasty Warriors series since its inception, also voicing the character Taishi Ci in the same franchise. He has also contributed his voice to numerous other games, including the Persona series as Kunikazu Okumura, the Ys series, and The Legend of Heroes: Trails series. His work extends to Japanese dubbing of foreign films, where he has provided voices for actors such as Brent Spiner in the Independence Day films and William H. Macy in Pleasantville.
