Risae Matsuda is a Japanese voice actress born on July 16, 1993, in Takatsuki, Osaka. She is affiliated with the talent agency I'm Enterprise. Matsuda is the older twin sister of fellow voice actress Satsumi Matsuda, with whom she frequently collaborates. Her interest in a career in the entertainment industry was sparked during high school, where she and her sister participated in and won the Osaka regional competition of the Animax Anison Grand Prix in both 2010 and 2011. Following these competitions, she enrolled in the Japan Narration Actor Institute to pursue formal training.

Matsuda made her professional voice acting debut in 2014, taking on minor roles in anime series such as The Irregular at Magic High School and Sword Art Online II. Her first regular role in a television series came in 2015, playing Charlotte B. Rod in Unlimited Fafnir. This marked the beginning of a steady career with a wide variety of roles. In 2016, she was cast as Minael in Magical Girl Raising Project. The following years saw her in an increasing number of prominent roles, including Hakumei in Hakumei and Mikochi (2018), which was a lead role, and Suzuko Nekoya in Anima Yell! (2018). She also began her long-running role as Akari Inuyama in the popular series Laid-Back Camp in 2018.

Matsuda has demonstrated significant versatility across numerous series. Her filmography includes roles such as Luca Esposito in Astra Lost in Space (2019), Lucifer in Lapis Re:LiGHTs (2020), Hattrap in Yu-Gi-Oh! Sevens (2021), Noella in Drug Store in Another World (2021), and Chika Sawada in Kageki Shojo!! (2021). In 2021, she also voiced Mimiko Hasaba in the feature film Jujutsu Kaisen 0. She took on dual roles as the first and third sisters of Hydra in Miss Kuroitsu From the Monster Development Department (2022) and played Emory in the original net animation The Missing 8 (2021). She also voiced Kou in the long-running Kingdom series and Alien Guts, also known as Miko Innami, in Kaiju Girls. Her work in 2024 includes the role of Licht Nishionji in My Wife Has No Emotion.
