Tomoe Hanba is a Japanese voice actress born on June 9, 1972, in Tokyo, Japan. She is affiliated with the talent agency Arts Vision and is a graduate of the Japan Narration Actor Institute. Her husband is fellow voice actor Jin Yamanoi.

Hanba began her career in the 1990s and has built a extensive body of work across anime television series, original video animations, films, and video games. One of her earliest and most notable roles is Mikoto Utsugi in the long-running mecha series The King of Braves GaoGaiGar, a character she reprised in subsequent OVAs and compilations. This role is considered a cornerstone of her career.

Her filmography is marked by a wide range of characters, from young boys and energetic girls to more mature women. In the early 2000s, she voiced Yotsuba in the Sister Princess series. She is also well-known in the Pokémon franchise, providing the voices for numerous Pokémon and human characters, most notably May's Squirtle and Nurse Joy's Chansey. She is particularly famous for her roles as Etna in the Disgaea series and as Welch Vineyard in the Star Ocean series. Another major recurring role is providing the official Japanese dub voice for the character Velma Dinkley in the Scooby-Doo franchise.
