Toru Ohkawa is a Japanese voice actor and narrator born on February 28, 1960, in Kagoshima Prefecture. He is affiliated with the talent management firm Mausu Promotion. Ohkawa initially studied at the College of Art at Nihon University and began his career as a stage actor before transitioning to focus on voice work.

His entry into anime voice acting came in 2002 with a role in Ghost in the Shell: Stand Alone Complex. The following year, he gained widespread recognition for his portrayal of Roy Mustang in the 2003 series Fullmetal Alchemist, a character that significantly raised his profile in the industry. He is known for his versatile and authoritative voice, often cast in roles of commanders, mentors, and antagonists.

Over his extensive career, Ohkawa has built a substantial filmography with several recurring and iconic roles. He is the narrator for the JoJo's Bizarre Adventure anime series. He has played the role of Saito across multiple installments of the Ghost in the Shell franchise, including Stand Alone Complex, its second gig, and SAC_2045. He voiced Akihiko Kayaba, also known as Heathcliff, in Sword Art Online. In the Hakuoki series, he is the voice of the Shinsengumi commander Isami Kondō. Other notable and recurring roles include Jiro Tomitake in the Higurashi: When They Cry series, Ieyasu Tokugawa in Sengoku Basara, and Nyx in Neo Angelique Abyss. His body of work also includes characters such as Uru in Concrete Revolutio, Susumu Kurose in A.I.C.O. -Incarnation-, and Antonio Kanji Igari in Grappler Baki.

Ohkawa is married and has a daughter. In December 2017, he took a hiatus from work to focus on his health, returning to voice acting in July 2018. He is known to speak the Kagoshima and Kansai dialects.
