Born on October 18, 1954, in Aichi Prefecture, he is a graduate of Meiji University. He began his entertainment career at a young age, gaining experience in theater, which led to an interest in voice acting. His debut in a major anime role came as Hyoma Aoi in the 1976 series Chōdenji Robo Combattler V, a part he secured following advice from veteran voice actor Ichiro Nagai.

Mitsuya is renowned for his clear, versatile voice, which has allowed him to portray a wide spectrum of characters. He is particularly celebrated for his performance as Tatsuya Uesugi in the beloved 1980s series Touch, a role that made him a household name in Japan and cemented his status as a leading voice actor of his generation. Another iconic and long-running role is that of the Gold Saint Virgo Shaka in the Saint Seiya franchise, a character he has voiced for decades, including in the original series and subsequent installments like Soul of Gold. His other prominent anime roles include the eccentric Dr. Tofu Ono in Ranma ½, the sinister Joker in Smile PreCure! Beyond anime, Mitsuya is extraordinarily prolific in the field of Japanese dubbing (fukikae) for foreign films and television. He is the official Japanese dub voice for actor Michael J. Fox, most famously for the character Marty McFly in the Back to the Future trilogy in the TV Asashi editions. His voice is also synonymous with several beloved Disney characters: he voices the frantic alien Pleakley in the Lilo & Stitch franchise, the meerkat Timon in The Lion King and its sequels, and Rex the toy dinosaur in the Toy Story series, reprising these roles in various spin-offs and video games like Kingdom Hearts. His other notable dubbing credits include the roles of Wolfgang Amadeus Mozart in Amadeus and Jar Jar Binks in Star Wars: The Clone Wars.

In addition to his on-screen voice work, Mitsuya has made significant contributions behind the scenes as a sound director and voice director. He has supervised the audio for numerous series, including the long-running Yu-Gi-Oh! franchise, the film 5 Centimeters Per Second, and the musical adaptation of The Prince of Tennis, for which he also served as scriptwriter.
