Takeo Ōtsuka is a Japanese voice actor born in Tokyo on October 19, 1992. He is affiliated with the talent agency I'm Enterprise. After graduating from the Japan Narration Acting Institute, he made his professional debut in 2016. His career gained momentum with his first major leading role as Kakeru Kurahara in the 2018 sports anime Run with the Wind. In 2020, Ōtsuka was one of the recipients of the Best New Actor Award at the 14th Seiyu Awards, an honor that recognizes promising up-and-coming talent in the voice acting industry.

Ōtsuka has built a diverse filmography, taking on a wide range of characters across numerous anime television series, films, and video games. His notable anime roles include Lauda Neill in Mobile Suit Gundam: The Witch from Mercury, Leon Fou Bartfort in Trapped in a Dating Sim: The World of Otome Games is Tough for Mobs, Hyōma Kunato in Malevolent Spirits: Mononogatari, Kanata in Synduality: Noir, Haru Tennōji in Trillion Game, Eiichiro Kokuto in Oblivion Battery, Aoi Nanamori in The Demon Prince of Momochi House, Ōshi Ashioki in A Sign of Affection, and Tsukasa Akeuraji in Medalist. He is also known for his work in original net animations and films, such as Flavors of Youth and Seven Days War.

Two of his most prominent and critically acclaimed roles to date are Aqua Hoshino in Oshi no Ko and Jinshi in The Apothecary Diaries. His performances in these series have been widely recognized, earning him nominations for Best Voice Acting Performance at the Anime Trending Awards for both roles. He won the award for Best in Voice Cast for Oshi no Ko in 2024. Beyond anime, Ōtsuka has lent his voice to major video game titles, including Joshua Rosfield in Final Fantasy XVI, Sunday in Honkai: Star Rail, and Hwei in League of Legends. He also provides the Japanese dub voice for Bobby Santiago in the animated series The Loud House.
