Description
Giovanni commands Team Rocket, a syndicate dedicated to harnessing Pokémon for profit and global control. Once the Viridian Gym Leader, he trained Ground-type Pokémon and granted the Earth Badge to victors. A calculating strategist, he governs through manipulation, issuing orders from afar with icy authority.

During the Mewtwo project, he orchestrates Dr. Fuji’s cloning of Mew, birthing the unstable Mewtwo. After the clone obliterates the lab, Giovanni feigns alliance, gifting it a suit to amplify its powers—a veneer masking his intent to weaponize it. Confronted by Mewtwo’s fury over this betrayal, he coldly affirms viewing the Pokémon as a disposable asset. Mewtwo retaliates, annihilating Team Rocket’s base and vanishing.

Post-rebellion, Giovanni puppeteers operations remotely, dispatching agents like Jessie, James, and Meowth for covert schemes, yet chastising their blunders. His ambitions drive incursions into Hoenn and Unova, spying on factions like Team Aqua and Magma. Later, he embraces a militaristic overhaul, clad in shadowed attire and directing operations via intermediaries such as his secretary, Matori.

Persistent in reclaiming Mewtwo, he deploys power-suppressing machines—likely reverse-engineered from Fuji’s data—but fails. Mewtwo retaliates by purging his memories to thwart future pursuits.

Giovanni’s ruthlessness surfaces in assigning perilous missions with flawed gear, valuing organizational triumph over agent survival. This cold pragmatism defines his rule: dominance through any means, loyalty and ethics be damned.
